Full-service restaurant and craft cocktail bar located in Rochester's Public Market, serving brunch and dinner.

Overview

Public Provisions is a scratch kitchen and craft cocktail bar at 45 Public Market in Rochester, NY, operating inside the city's historic Rochester Public Market district. Co-owners chef Cassidy Broman, a Culinary Institute of America graduate, and baker Keith Myers of Flour City Bread Co. opened the restaurant in July 2023. The two share a professional relationship spanning more than two decades, dating back to their time together at Rooney's when both were teenagers. Myers purchased the single-story building — formerly a flower distributor warehouse — and brought Broman on board to launch a restaurant that could serve the market community from morning through evening.

What They Offer

Public Provisions operates as an all-day café and casual dining spot with a menu built around house-made bread from the in-house Flour City Bread bakery. Daytime offerings include breakfast sandwiches on fresh croissants and biscuits, bagels, and lunch sandwiches served on sourdough, ciabatta, and focaccia baked on-site. Dinner service brings heartier plates such as:

  • In-house smoked pastrami with housemade sauerkraut
  • Shrimp gambas with a slow-cooked sofrito sauce
  • Smash burgers using beef from Seven Bridges Farm
  • Crispy calamari with fermented cherry peppers

The restaurant also runs a ramen program and hosts Wine and Dine Wednesday evenings. Sunday brunch is a full table-service affair featuring items like quiche, french toast, and eggs Benedict. Proteins are sourced from local farms, and seasonal produce comes from regional Amish growers, so the menu shifts throughout the year.

Known For

Public Provisions is known for its close partnership with Flour City Bread Co., a bakery that spent more than fifteen years at the Public Market before relocating into the same building. That integration means bread is central to the menu — from morning sandwich rolls to dinner-service accompaniments — all baked steps away from the kitchen. The restaurant's emphasis on scratch cooking with locally sourced ingredients and its all-day format, bridging early-morning café service with sit-down dinners, set it apart from other establishments in the market area.
